Education, health and care plans (EHCPs) are the final step along the graduated response. They are used for children who have severe and complex needs which cannot be met within a mainstream school setting. EHCPs can be used where we feel a child may benefit from a place in specialist provision, but this place is not guaranteed for all children who have an EHCP.
